Ukraine has virtually no navy of its own, but technological innovation, audacity and Russian incompetence have given it the upper hand in much of the Black Sea. Rather than fold, the Ukrainians declared a unilateral “Black Sea Humanitarian Corridor” for merchant shipping and stepped up its use of maritime drones and missile attacks against Russia’s Black Sea fleet. One-third of the Black Sea fleet has been disabled or destroyed, and the remaining ships rarely venture into the western half of the sea. In August, Russia withdrew some of the Black Sea fleet from its headquarters in Sevastopol to relatively safer ports on the Russian coast. Russia is unlikely to be able to tilt the balance in the Black Sea back in its favor.

Ukraine has stepped up its attacks in the Black Sea and on Crimea, which Russia seized and annexed in 2014. Ukraine's military said its operations carried out in the Black Sea so far have included strikes on the Russian Black Sea Navy headquarters in Sevastopol and the shipyard in Kerch, which damaged a vessel that had not yet joined the fleet. In April 2022, shortly after the start of the war, Ukraine's forces said it hit the Moskva missile cruiser, flagship of Russia's Black Sea fleet, with domestically produced a Neptune anti-ship missile. Ukrainian President Volodymyr Zelenskiy recently said Kyiv had managed to shift the balance of power in the Black Sea, seizing the initiative from Moscow which regards Crimea as strategically vital to its interests.

CNN —A Russian warship fired warning shots and boarded a cargo ship it claims was headed to Ukraine in the Black Sea on Sunday, according to Russia’s Defense Ministry. Russia said the warship fired warning shots when the captain of the Palau-flagged dry cargo ship failed to respond to a request to stop for an inspection. “The Russian warship opened warning fire from automatic small arms fire to forcefully stop the vessel,” the statement said. Marine traffic websites currently shows the cargo vessel’s destination as the Romanian port of Sulina which is close to Izmail. “Following radio conversations, the ship stopped its course and the boarding team landed on the bulk cargo ship,” the statement said.
